Formation of the state (municipal) tasks in the conditions of budgetary reform

In the article approaches to formation of system of the state (municipal) services, being a basis for qualitative formation and performance of budgets on the basis of the state (municipal) tasks are considered. By the author it is reasonable that development of mechanisms of realisation of the state (municipal) tasks by budgetary establishments should go by the way of expansion of authorities of budgetary establishments in sphere of an expenditure of means at simultaneous preservation of budgetary financing.
