The main problems and tasks of personnel management in the formation of the research university and ways of their decision are considered in the article. Within the framework of this task the current situation in the sphere of higher education and foundations of functioning of research universities are studied. Results of imposition of new payment system of workers of higher school are analyzed. The basic attention is paid to the personnel development and the formation of a learning human resources strategy. Features of the personnel development in the context of the infrastructure development of the university for interaction with the real sector of economy and the creation of a network of small enterprises are considered.
