Annotation:

The following article represents a model, showing physical flows of regional labor market development. The model is based upon labor force demanded and quantity of vacancies in the regional labor market. Тhe considered approach to forecasting allows to define system elements for achieving the balance between labor force and vacancies in the region . Local labor market balance depends on the optimal correspondence between desired and available labor force. At the same time regional human resources depend on demographic and migration processes, the level of unemployment and infrastructure development.
