Annotation:

Modernization of Russia is impossible without the skilled experts and talented scientists, without quality education and permanent professional training. In order to overcome the negative tendencies that persist in the development of human resources of education, the following measures should be taken: training of specialists at educational institutions in accordance with the labor market demands focusing on the training of engineering resources; development of professional orientation of children and the youth, promoting skills required for innovative development of the country; improvement of the efficiency of post-graduate and doctoral programs operation and providing for training of scientific resources in accordance with the requirements of the transition of economics to innovative development; improvement of the system of remuneration of the teaching staff, enhancement of the prestige of scientists activities, attraction of the youth and its consolidation in the science.
