The article deals with the main problems and disadvantages of the existing financing system of public health in Russia. The authors give proof of the necessity of the transition to the single-channel financing system and its advantages for medical institutions. The article briefly reviews the experience and results of implementation of the pilot project, which is being launched in several regions of the Russian Federation in order to improve the quality of public health services. The authors point out that the implementation of single-channel financing system is closely connected with such concept as financing per head in public health. In this connection the authors pay attention to financing per head and the “expenditures-results” method as its basis. The article analyzes opinions of some researchers regarding the expedience of transition to the single-channel financing system of the public health system, and proposes some recommendations for its implementation. |
