One of the most important parts of the state program «Tools for Life» in China is the project for struggle against poverty, in which the great resources and efforts of the Government of China have been invested since 1980. Numerous problems have been revealed during implementation of the program, the most serious of which is the inefficient use of funds from the state budget as a result of insufficiently developed system of evaluation of the effectiveness of use of the allocated funds. Currently China uses quantitative indicators to assess the current effectiveness of the program. The system evaluates the use of funds by the Government in the projection to the planned results, as well as assesses the effectiveness of management of the allocated funds, including the use of buildings and structures, mobile property involved in the project. The work of the Government is evaluated on the basis of the obtained results. Analyzing the currently available data, we can conclude that such evaluations do not demonstrate the actual picture of events, provide inaccurate results, and the available indices lack actuality. |
