Annotation:

The article has described the principles of planning of the volume of selling of new products at the demand level uncertainty. The tasks mostly connected with the top level of the hierarchy have been analyzed, namely the tasks of determination of the schedule of implementation of the main stages of NIOKR and the required volume of expenses. The use of mathematical models is the most effective and up-to-date approach to implementation of such justification. It is essential that the models used for resolution of the task of this level shall consider not only internal features of the facility, shall be the models of its organizational system, but also shall forecast the features of the external environment of the facility. As such completeness is pretty limited due to incompleteness of information regarding the features of the external environment of the facility, the principles of planning shall foresee the possibility of correction of the planned proposals, and their re-calculation as per the specified data.
