It is stated that in the post-industrialization and globalization, the new historical type of welfare state, the state of possibilities, has arisen. But the volume and availability of the opportunities that can be used by a person for full social inclusion are different in different countries, depe n ding on the existing social model, successful reform of the ec o nomy, national and cultural specific.
