Currently, one of the most critical issues is providing the free access to the others land plots for repair of utilities, engineering, electrical and other lines and networks, as well as transport infrastructure. These difficulties are directly related to the practical application of the right of restricted use of the foreign land ploteasement. The lack of clarity in the current legislation on the establishing of public easement, performance of public hearings in the establishing of the public municipal easement and therefore contradictory enforcement practice results in the long-term legal disputes and prevents development of civilized land civil relations.
