PRINCIPLE OF THE SPIRITUALITY PRIORITY IN THE EARLY PREVENTION OF THE UNDER-AGE CRIMES

The article is devoted to the analysis of one of the main principles of the early prevention of the minor criminality, the principle of spirituality priority. Its content has been determined; it has been underlined that it is this principle that determines the essence of the strategy of the early prevention of the minor criminality. Spirituality priority is presented by the one-side influence of the ideal on the formation of the needs, selection of this or that option of behavior. Preventive role of spirituality priority is mostly demonstrated in the correct formation of the system of demands and motives of the personality behavior controlled by the system of its moral values. Currently practical implementation of such principle is presented by the formation of the «set» demands of the minor. The attempts to focus the attention on the increase of the possibilities to satisfy the greater number of demands would not lead to positive results in the preventive activity with the minor. The principle of spirituality priority has been already recognized by the criminologists, as well as by the specialists within the limits of the concept of the national safety. The value of spiritual factor in the geo-political competition is being increased in the modern world.
