This article discusses the importance of cluster in the modern economics, the impact of the cluster policy on effectiveness of development of the state, economics and enterprises. Currently, all competitive states implement and develop the cluster policy, which is upgraded to the new form of the economic growth model in the future. The tourism cluster has been analyzed as the part of clustered network environment, as well as the notion of collaboration in the tourism industry has been discussed. Having examined the valuable cluster alliance model in the tourist industry, it can be determined that the tourist cluster in Russia is a system that requires modernization in line with the modern trends of a new model of economic growth at the world stage.
