Changes in Russian higher education system should be aimed at maintaining and increasing the country’s main resource — human capital. For Russia, there is the problem of outflow of highly promising young professionals and scientists to the countries with higher standards of living and higher wages. Therefore, the competent policy of human resources management in a single institution, as well as cooperation with enterprises for the joint projects is the key factor of its successful development in the future and, accordingly, a necessary factor for the competitiveness of education, which determines the competitiveness of the national economics. |
