Annotation:

The article discusses the multifaceted aspects of volunteering, reveals and analyzes the nature and motives of volunteering from the point of view of relations and processes at the regional level. The main characteristics of the essence of volunteering are revealed, the subjects and objects of the volunteer labor are specified from the point of view of the regional agenda. The article describes the factors of macro and micro-environment affecting development of volunteering in the Voronezh region. Classification and evaluation of these factors is carried out using the method of expert assessments. Experts, which were the leaders of the volunteer public organizations of the Voronezh region, were asked to assess the role of each factor by the method of pairwise comparisons. The article ranked the key factors and provided their detailed description.
