SCIENTIFIC AND METHODICAL ASPECTS OF THE FINANCIAL-BUDGET INSOLVENCY OF MUNICIPAL ENTITIES

The enhancement of the local self-government’s financial basis is particularly relevance in the current conditions. The study found out that the differences in the content of the concepts «financial condition», «consistency» and «insolvency», as well as the term «financial and budget insolvency» is justified for the use in the theory of public finance. The article presents analysis of revenue basis of municipal budgets and draws conclusions about insufficient financial support at the municipal level of government. The methodical recommendations for assessing financial and budget insolvency risk are developed in order for early identification and overcoming of the financial problem of municipalities. The proposed methodology is tested on the group of administrative-territorial formations.
