ADMINISTRATIVE AND LEGAL TRANSFORMATION AS THE CHALLENGES OF MODERN

The article analyzes the emergence of new challenges of our time, dangers and threats to such fundamental values of the state as protection of the constitutional order, security and prosperity of Russia. Characteristic features of these concepts are identified and described, which allowed distributing threats in general terms, including threats and challenges threatening administrative and legal relations in separate groups. Based on the study it is concluded that the driving force of administrative and legal transformation is active counteraction to threats to the national security; development of doctrine is proposed, on which basis the Federal Law of administrative-legal transformation of management of the constitutional system protection, security and well-being of Russia.
