THEORETICAL-LEGAL RESEARCH THE RATIO OF PUBLIC ORDER AND PUBLIC SAFETY

The article examines theoretical and legal bases of the ratio of public order and public safety. It is stated that interaction of the internal affairs bodies with other authorities, administrations of enterprises and institutions, and social groups is important for arrangement of the public order protection and ensuring public safety, which involves mutual informing, planning, and coordinating of joint activities. It is revealed that interaction of the public order and security stipulates the possibility and often the necessity of combination of the objectives of their assurance and protection in the activities of the law enforcement and administrative and jurisdictional bodies. However, they remain separate categories.
