INTERNATIONAL EXPERIENCE OF CITIZEN PARTICIPATION IN THE FINANCIAL ACTIVITIES OF MUNICIPALITIES

In modern conditions of the lack of financial resources the use of various forms of interaction between authorities, business and population is becoming increasingly relevant, including fundraising of the stated individuals for co-financing of the state and municipal projects. Such forms of citizens’ participation as participatory budgeting in all its forms are successfully used around the world to ensure interaction between citizens and the state in resolving financial issues. Public hearings are a well-known tool of interaction of the population and the local authorities in foreign countries. The experience of other countries can be used for implementation of participatory forms of budgeting in Russia.
