INSTITUTIONAL FEATURES OF INTERACTION OF THE STATE AND SOCIETY

The article as an institutional support for interaction between the state and society explored the peculiarities of the functioning of the Public Chamber of the Russian Federation. The authors suggested that the Public Chamber is one of the institutional tools for the development of civil society in Russia. In the course of a study of civil society institutions, the authors summarized the views of Russian scientists and experts on the essential aspects of the Public Chamber’s implementation of key functions for the formation and development of civil society in Russia. The authors analyzed the legal framework and experience of public chambers of different levels, on the basis of which the features of the functioning of the Public Chamber of the Russian Federation were identified and the limitations in its activities on the development of civil society were identified. Based on the analysis, the authors gave a comprehensive coverage of issues related to the development prospects and directions for improving the activities of the Public Chamber of the Russian Federation in terms of raising the level of civic self‑awareness and the activity of the population of the Russian Federation. The authors concluded that the development of civil society is possible on the basis of ensuring a constructive dialogue between the state and society. The current state of interaction of the represented institutions requires the necessary adjustment in terms of the organization of the activities of the Public Chamber in its interaction with public organizations, authorities and individuals. The practical significance of the study lies in the fact that it contains specific proposals for ensuring the gradual transformation of the Public Chamber of the Russian Federation from the institution of an “established”, controlled and controlled civil society to an institution of a self‑organizing and self‑governing civil society.
