HOW TO CALCULATE POVERTY IN MODERN RUSSIA?

The Federal State Statistics Service of Russia plans to assess the level of poverty in Russia using a new methodology, which should be from 2020. A change in the methodology for calculating the level of poverty inevitably should happen, but in what way? This article is devoted to the study of the economic results and opportunities of the state through a statistical analysis of changes in the GDP of Russia. But of the Russia during GDP study period of the last years underwent a decline and, as a result, the socio‑economic situation worsened, especially having great importance at the meso‑level of the Russian state. Therefore, the proposed measures to combat poverty in the form of increased social benefits may remain unfulfilled in full for the needy population. It is necessary to take additional effective measures. In this regard, the socio‑economic situation at the meso‑level of the country, on the example of the Volgograd region, was also subjected to research. The article presents a qualitatively new approach to the socio‑economic study of the problem of poverty in the state, which includes all the classifications of poverty by forms of manifestation. It is proposed to consider in the category of poverty more than extreme ‑ economic poverty, but also social poverty, in order to influence more indicators of the socio‑economic well‑being of our state.
