The article presented methodical recommendations for the development of criteria for draft laws for the qualitative assessment of draft laws in various fields and at different levels of legislative power. The article contains an analysis of approaches to the assessment of scenarios, assessment of events affecting each other, as applied to the legislative process. Each criterion is a subject to evaluation. Along with the criteria, the assessment levels of the draft law were summarized. In addition to the criteria with the levels of assessment of the bill, a system of qualitative corrective indicators was developed. On the basis of the obtained data, petal projection diagrams were constructed. As a pilot project of the evaluation, 4 bills were selected (on territorial claims to the Russian Federation from Japan), on amending the Federal Law “On Circulation of Medicinal Products” (in terms of state regulation of prices for medicinal products included in the list of essential and essential medicinal preparations), on amendments to the Law of the Russian Federation “Fundamentals of the Law of the Russian Federation on Culture” (in terms of improving the procedure for selling and returning tickets to theatrical and entertainment, cultural, educational and entertainment and entertainment events), on amendments to Articles 14 and 15 of the Federal Law “On Advertising” (in terms of the distribution of advertising in television programs and radio programs) affecting various spheres of life. These bills are graduated in table by criteria and levels. At each step, recommendations are given on the use of a progressive scale of customizable ranges, which makes it possible to prioritize the integral assessment of draft laws. This assessment methodology is applicable to bills of all levels: from municipal to federal and can be used not only in relation to the Federal Assembly of the Russian Federation, but also in various constituent entities of the Russian Federation, as well as municipalities. |
