ASSESSMENT AND DIRECTIONS OF ENSURING SOCIAL AND ECONOMIC SAFETY OF THE KEMEROVO REGION

The purpose of work is development of the directions of ensuring social and economic safety of the Kemerovo region on the basis of its assessment. Assessment of social and economic safety of the Kemerovo region using the method of evaluation of two components, economic and social is carried out. As a result of the analysis, it is revealed that the level of economic security of the Kemerovo region in comparison with the regions of Siberian Federal District is estimated as low. Despite the high level of economic security on industrial output per capita and the high level of energy consumption, the Kemerovo region lags behind on the level of gross regional product per capita. Production of agriculture, the processing productions and mechanical engineering is not developed in the region at the sufficient level. Industrial production in the Kemerovo region has extensive character, which is testified by the high share of wear of fixed assets, considerable power consumption of gross regional product. Orientation to coal mining and heavy industries does not contribute to the dynamic modern development. Low level of volume of innovative goods, works, and services as a part of the total amount of the shipped goods, the performed works, services shows that in the Kemerovo region there are no effective mechanisms of stimulation of innovative development. Low level of indicators of economic security on retail trade turnover per capita and paid services is reflected by also insufficient level of development of production of consumer goods and services. In spite of the fact that in the social sphere in some parameters the Kemerovo region has the positions characterizing the average level of social safety and the high place among regions of Siberian Federal District, the negative level of natural and migration increase characterizes the Kemerovo region as the adverse region for accommodation of people and the proposal of the labor. For increase in social and economic safety, the directions which introduction will allow increasing the social and economic development of the Kemerovo region are offered.
