Currently, the civil service is central to improving the efficiency of the public administration system in the Russian Federation and is one of the most tightly regulated areas. One of the most important areas of civil service reform is the formation of an effective personnel policy, since the level of implementation of government decisions depends on the staff of professional employees with the necessary qualities of state and public service, and the effectiveness of their service activities. It is impossible to develop the state civil service without improving the personnel policy of public authorities, considered as the core of the personnel management system, which reflects all the procedures and measures implemented by the government in relation to labor resources. The article presents the results of a study of the characteristics of the implementation of personnel policy in the civil service of the Russian Federation. The study was made by the method of content analysis on the basis of the legislative framework in the field of labor regulation in the civil service of the Russian Federation. The article analyzes the personnel policy of public authorities in the following directions: the policy of hiring, stabilization of personnel, development and training, remuneration, welfare and labor relations. The article analyzes the personnel statistics on the example of the state institution of the federal service of the Office of Rosprirodnadzor in the Tyumen region. The article identifies the strengths and weaknesses of the implementation of personnel policy in state bodies. The activity approach to the essence of the civil service makes it possible to interpret it as professional participation of citizens in the realization of the goals and functions of the state through the performance of official duties in the localities established in state bodies, which makes it possible to consider the public service as a separate subject of the labor market. |
