THE PRACTICE OF THE STATE PROGRAMS IMPLEMENTATION IN THE REGIONS: RESULTS, PROBLEMS, PROSPECTS (on the materials of the Altai Region)

Annotation:

The article substantiates the relevance of the program‑target approach in the modern public administration in the Russian Federation. The state programs are considered both as an important tool for regulating the socio‑economic development of the country and regions, and as a mechanism for solving complex problems in the economic and social spheres. The article describes the types of the state programs and their structural subtypes, their regulatory classification. The necessity of the program‑targeted management at the regional level is justified through implementation of the programs in various formats. The state programs and federal targeted programs as their components are considered as an important mechanism for strategic planning and forecasting, as well as a source of additional targeted funding of the regional development activities. The main part of the research work examines the topical issues of the state programs implementation at the regional level which are characterized as standardized strategic documents focused on solving complex problems of the regional socio‑economic development, allowing for general modernization of regional infrastructure, leveling territorial disparities in the economy, and not allowing excessive differentiation of the regions in terms of their socio‑economic development. The experience of implementation of the state programs and federal targeted programs in the Altai Territory is analyzed, specific effects of their implementation are described. There is a thesis about the need to develop a concept and draft of a separate federal targeted program for development of the Altai Territory, which can make the necessary structural changes in the regional economy, attract additional federal targeted funding, and bring the region to a new level of socio‑economic development. In conclusion, general trends in development of the state programming in the Russian Federation are identified: there is a reduction in the number of federal targeted programs, they are combined in the framework of the state programs, which leads to their consolidation and reduces the overlapping programs and thereby increasing the level of modern program‑oriented social and administrative management of economic processes in general.
