Annotation:

The article substantiates the need of a systematic approach while elaborating a strategy for the socio‑economic development of the Arctic zone of the Russian Federation (AZRF) in terms of the features of regional strategies, which should not only meet the requirements of the state strategy, but also create a certain network system. The elaboration of regional strategies for the development of economic entities becomes the main basis for creating strategies for socio‑economic development and the Artic economy in general. The authors conclude that the systemic diagnostics of the potential opportunities of the manufacturing sector of the Arctic regional economy allows us to develop the most objective and effective individual and multipurpose development strategies that conduce to the rise of the activity level not only of the production systems, but also of the social, economic, educational and cultural maintenance of the Arctic population. As one of the tools for studying the coordination of state and regional strategies, the authors propose to use the scenario method belonging to the methods of expert assessments of the implementation of possible events, based on qualitative and quantitative analysis of parameters, in terms of the influence of external and internal factors. The scenario method allows not only developing options for implementation of strategies under the conditions of uncertainty and dynamics of changes, but also to predict and estimate the consequences when choosing alternative options of making decisions. It is concluded that due to the consolidation of strategic role of the Arctic territories in the country’s economy in general, great attention should be paid to the development of regional investment strategies. It is explained by the fact that the regions have a different investment potential in terms of volume and do not have sufficient business activity. The implementation of the planned state programs in the Arctic territories requires not only attracting outside investors, but also activating domestic regional economic resources.
