ESSENTIAL BASIS OF RISK

The article is devoted to the study of approaches to a uniform understanding of the essence of risk. It is noted that currently in the scientific community there is no common interpretation of the debatable term “risk”. In the article, on the basis of the analysis of the nature of risk, a conceptual approach to a uniform understanding of the essence of risk, in which the author’s definitions such as “axiom of risk”, “generalized risk”, “modified generalized risk”, “detailed definition of risk” with the minimum required number of basic concepts that determine its completeness, “deferred risk”, “structural — projection approach to the analysis of the term “risk” are given. Refined and proposed classification of risks according to their orientation in relation to the subject and purpose‑oriented activity. To confirm the legitimacy of the risk axiom acceptance, the possibility of recording the definition of the risk in the form of a formula with its regularization is shown. Attention is paid to the compliance of the generalized definition of risk with the structure of the legal norm. An example of the formulation of the risk of budget execution by controlled entities in the risk‑ oriented approach in the implementation of budget control is given. The author’s formulations of a number of terms that reveal the essence of risk and expand the use of the definitions of risk introduced into circulation in risk situations arising in the purposive activity of any representatives of organic nature and their associations on the scale of unity specified in the proposed definition of the concept of “system” are offered. The practical significance of the proposed concept of a common understanding of the essence of risk is indicated. It consists in obtaining an algorithm for the study of risk situations of any complexity in arbitrary areas of human activity, in particular, such as political, legal, financial and economic, scientific and technical, industrial, business, military, humanitarian, medical, sports, educational, pedagogical, etc.
