THE ECONOMY OF UFA: KEY PROBLEMS AND PRIORITY DIRECTIONS OF THEIR SOLUTION

The article gives a brief description of the economics of the city district Ufa of the Republic of Bashkortostan and the importance of the city for the economics of the Russian Federation and the Republic of Bashkortostan. The analysis of the main economic indicators of development of Ufa in the dynamics for 2008–2017 is given; the positive and negative trends of development, as well as the key internal problems of economic entities of the city preventing their sustainable growth in the context of global challenges are revealed. The analysis of the conceptual apparatus of competitiveness and competition stability is carried out. The author’s interpretation of the essence of competitiveness of cities is presented. Подписные индексы – 38683, Р8683 the competitiveness of the Russian cities in modern conditions, including labor, investment, innovation, institutional environment, infrastructure projects, image, inter‑municipal cooperation. A comparative analysis of economic development of cities‑millionaires highlighting common problems and specific to the Ufa. According to its results, the imbalance in development of economic and financial subsystems of the city of Ufa was revealed. On the basis of the analysis and the identified problems, taking into account the threats of the environment, a set of organizational and economic measures aimed at strengthening the competitiveness of the city district of Ufa of the Republic of Bashkortostan is proposed. A conceptual model of managing the competitiveness of large cities, designed to ensure sustainable growth of the quality of life of the population, is presented and described. It is offered to create at administration of the city of Ufa interdepartmental Council on increase of competitiveness of the city with the description of its functions and structure of participants assuming involvement in processes of management of the city public councils, scientific and educational institutions, and population.
