The article is devoted to the problem of the development of entrepreneurial activity as the basis for the development of the economic space of regions. The history of the development of the territory of Russia is investigated. The advantages of the private-state model for the development of the economic space of the regions are shown. It has been determined that socio-economic development depends on points of economic activity localized on the territory of the regions, and spatial development is aimed at the maximum possible reduction in the differentiation of the development of regional municipalities. It is shown that the basis of this study is the concept of economic space development based on the targeted formation of economic potential in order to provide growth centers in the socio-economic system of the region based on the initiation of projects within the development strategy, while the economic potential is resource and process in nature and manifests itself in the economic space in the projects involved. A toolkit for designing territorial planning schemes for the development and development of the economic space of the regions is proposed, which consists in the formation of integration links that determine the transfer of financial, information, resource and other flows within the framework of the development strategy. The concept of an isopot is introduced, which is a field line that connects the points (zones) of a territorial production system with the same potential for the implementation of a specific development project. Isotopes are of a connecting character, both between the developed space, and between it and the projects for the new development of the economic space (new growth centers) from the standpoint of the need to transfer resources, form and transfer elements of economic potential. The concept of a transport isotope of connections between zones of a region’s territory (development projects) has been introduced as the basis for structuring the economic space.
