IMPROVING METHODOLOGY OF ASSESSING EFFECTIVENESS OF THE PUBLIC PROCUREMENT SYSTEM AT THE REGIONAL LEVEL

Currently, in the existing contractual systems, there is more than one concept of “efficiency” for public procurement activities. Different approaches to its definition entail different assessment methods. Today in the Russian Federation there are several separate approaches: the Accounts Chamber of the Russian Federation, the Analytical Center under the Government of the Russian Federation and the All-Russian Public Organization of the Guild of Domestic Purchasers and Procurement and Sales Specialists. In this paper, we consider methods for assessing the effectiveness of public procurement of represented organizations along with their criteria. It was revealed that the Accounts Chamber of the Russian Federation provides quantitative indicators of each criterion, the Analytical Center carries out a comprehensive assessment of five separate criteria, the Guild of domestic purchasers compiles eight independent ratings, ranging from the organizational structure to the execution of the contract. As a result, it was found that there is no uniformity of approaches, which in turn complicates the process of managing procurement activities to improve its further effectiveness. To eliminate the identified deficiency, an algorithm is proposed that is the first stages of creating a unified methodology for assessing the effectiveness of public procurement with the possibility of their timely regulation. First of all, it is necessary to collect a pool of indicators that evaluates various criteria for procurement activities. The second step is to group selected indicators according to public procurement procedures. Then determine the relationship of available indicators. Thereby, a pool of available and important criteria will be selected, the deliberate adjustment of which will allow us to predict the consequences of changes or to identify a causal relationship between unsatisfactory estimates.
