Annotation:

The regions of Russia attributed to the Arctic zone are experiencing significant difficulties in implementing state tasks to improve the living standards of the population, providing them with quality goods and services. The main reasons are harsh climatic conditions, complex logistics, as well as the significant dispersion of settlements throughout the Arctic. The adoption at the federal level of documents fixing the main tasks and directions of state policy of the Russian Federation in the Arctic, testify to global changes in the “northern„ vector of development. External and internal challenges that the regions are facing today necessitate the development of new approaches to managing the development of territories and solving their socio-economic problems. The authors in the article consider the possibility of applying the project approach to the practice of public administration in relation to the Arctic regions of the Russian Federation. The article also analyzes statistical data characterizing the socio-economic development of the Arctic territories. Based on the study, the authors draw conclusions about the main trends in the development of the Russian Arctic, prospects for the development of priority industries. The authors provide an overview of the main scientific directions and approaches to the management of the Arctic territories, the development of transport corridors, mechanisms for providing the population and mining enterprises with necessary goods and services. Using the example of the Republic of Sakha (Yakutia), we consider a program for the development of the Arctic territories, support for entrepreneurship, and the preservation of the traditional management of the indigenous peoples of the North. In the final part, recommendations are made to state and municipal authorities in the field of improving the change management process in the Arctic territories, taking into account current trends and the approaches proposed by the authors.
