Annotation:

The article offers a method for assessing the level of digital development of a region based on calculating the range values of digital development indicators of its constituent territorial units-municipalities. Range values are presented for each received group of territories. Based on the range of calculated values, the territory can be assigned to one of 4 groups: developed territory, relatively prosperous territory, lagging or critical territory In this paper, administrative districts are grouped by the example of the Bryansk region, a subject of the Russian Federation, according to the achieved level of digital development. This grouping shows that only such municipalities in the region as the Bryansk city district and the Bryansk municipal district have a relatively prosperous level of digital development, while 2 municipal districts (Klintsovsky and Starodubsky) are lagging behind. The remaining municipal districts of the region belong to territories that have a critical level of digital development. This method allows not only assessing the level of digital development of regional territorial units, but also tracking the planned trends in dynamics and comparing them with other municipalities. The results of the analysis are proposed to be presented using the mapping method, which allows visually assessing the realities and prospects of individual territorial units of regional socio-economic systems. This is an important point in the development of various programs, concepts and strategies for the development of sectors of the national economy, regions, municipalities and the country as a whole in terms of literacy and efficiency of managerial decision-making.
