REGIONAL SOCIO-ECONOMIC POLICY: DIFFERENCES IN URBAN AND NON-URBAN AREAS

Annotation:

On the basis of the results of modern fundamental research in regional economy, the article addresses the need for an adaptive model of the policy of socio-economic development of each region taking into account the specific characteristics of the type and level of spatial-economic development, such as internal (endogenous) resources (demographic potential, infrastructure development, the level of formation and development of the institutional environment, etc.). The results of the analysis of the literature review on the stated issues revealed two main territorial taxa — “urban area” and “non-urban area” — as fundamental distinctions applicable to the formation and implementation of regional socio-economic policy that allowed to expand scientific conceptual knowledge for their further use as the basis for the development, providing program and project documentation for integrated socio-economic development of regions, propulsive self-development of territories based on the mobilization of their own resource, technical, technological and demographic potentials with the support and participation of state and municipal authorities. The main purpose of the formation and transformation of the economic space of the country by the ongoing regional socio-economic policy should be to increase the socio-economic attractiveness of Russian territories and sustainable improvement in the livelihoods of the population living in conditions of significant territorial differentiation, given the size of the total area of the country, diversity of climatic conditions, its multinational and multicultural structure, and complexity of geopolitical circumstances. An important factor in achieving the goal should be a shift in the emphasis that the state currently puts on urbanized territories in the direction of redistributing attention to the development of non-urban territories to avoid the fragmentation of the economic space.
