TERRITORIAL ASPECTS OF IMPLEMENTATION OF THE NATIONAL PROJECT “EDUCATION”

Annotation:

The article presents the results of the analysis of the implementation of the national project “Education” in individual constituent entities of the Russian Federation. It is specified that the national project is focused both on achieving national goals and objectives of Russia, the most important of which is the achievement of competitiveness, and on creating conditions for the development of regional education systems as a factor in ensuring sustainable positive socio-economic dynamics of territories. The quantitative data for 2019—2020 are presented, characterizing the positive trends in the implementation of the national project, consisting in an increase in the number of new schools, the creation of centers for digital and humanitarian profiles “Growth Point”, the installation of high-tech equipment for the implementation of basic and additional educational programs, etc. Changes in regional educational systems are noted, ensuring their innovative nature of development, in particular, the creation of university centers of a high world level. It has been suggested that the effective transformation of the quantitative results of the implementation of the national project into qualitative ones will be facilitated by the construction of a national project management system on the principles of strategic planning. The differentiation in the amount of subsidies allocated from the federal budget to the Russian regions for the implementation of the national project is shown. In particular, statistical data are provided for Bashkortostan, Altai Territory and Buryatia on the volume of allocated subsidies and the directions of their use within the framework of the national project. It is argued that the high differentiation of the constituent entities of the Russian Federation in terms of the level of socioeconomic development should be taken into account when developing mechanisms for assessing the implementation of the national project. The necessity of using an individual approach in relations between the federal center and the regions in order to increase the efficiency of the implementation of the national project “Education” in the regions is substantiated.
