Currently, the educational systems of the post-Soviet countries — the member States of the Commonwealth of Independent States, the Baltic States and Georgia, as well as many countries of the world, are going through a period of serious transformations, on which the future of modern society depends. There is a need to rethink the stages of reforming the educational system, search for effective ways of interaction and interpenetration of research and practical activities. The article reveals the main stages of reforming the general education system of Georgia at the turn of the XX—XXI centuries in the aspect of the historical heritage of national and foreign pedagogy. Based on a retrospective analysis of theoretical sources, 4 stages of the reform of general education in Georgia are identified, characterized by their own characteristics, implementation mechanisms and urgent tasks of each period, reflecting a close connection with the socio-economic situation in the country. The paper examines the problems of public administration and policy in the field of education, analyzes social priorities at different stages of reform. Conclusions are drawn about the leading trends in the conditions of globalization, risk factors on the way of crisis phenomena; the need to preserve cultural traditions for the development of modern education in Georgia is indicated. The systemic problems of the quality of general education in Georgia that remain unresolved today are highlighted, related to the lack of funding, national policy towards ethnic minorities, school safety, the expansion of autonomy and independence of educational organizations, the competitiveness of Georgian education in the international market. The generalized experience of reforming general education in Georgia disclosed in this study has practical significance for the development of education in Russia. |
