DIGITAL ENVIRONMENT IN THE CONTEXT OF PUBLIC ADMINISTRATION

The article is devoted to a comprehensive analysis of the phenomenon of the digital environment. The digital environment is considered from two points of view: within the framework of the legal approach, the object of research fits into the formally defined conditions for the functioning of public and non-public digital platforms and services; within the framework of the practical approach, the digital environment is represented by the totality and functioning of institutionally designed digital platforms and services in various sectors of the economy. The features of the digital environment are highlighted in comparison with similar concepts of information space, cyber space and media space. The digital environment looks like the most comprehensive and complete term containing all the functionality of platform capabilities. The relevance of the development of public policy on digitalization is also substantiated, taking into account the retrospective analysis of the matter. Based on legal documents, expert and analytical reviews, and the author’s vision of the matter, the essential and systemic characteristics of the digital environment are given, problematic issues and plots for research study and their possible practical application are identified. Modern life makes it possible to highlight the need for a controlled virtual space on the territory of the country that is subject to public legal regulation; however, there is also an active personification in the promotion of a product (goods or services) in both private and public sectors. It is revealed that the digital environment, acting as a product of the digital transformation of business, public and society activities appears as the basis for the economic potential of the country’s development.
