IMPACT OF THE COVID-19 PANDEMIC ON ENTREPRENEURIAL ACTIVITY IN RUSSIA

Annotation:

The article examines the post-pandemic trends in the development of the business environment, which consist in the transformation of the composition, structure and specialization of business entities. The analysis is carried out in two directions: 1) analysis of changes in GDP in purchasing power parity for the 10 largest economies in the world with the definition of global trends in the transformation of economies; 2) analysis of the performance indicators of the activities of Russian small and medium-sized businesses. It is revealed that the negative change in macroeconomic indicators was the result of a number of destructive processes in national economies. Crisis phenomena primarily affected small and medium-sized businesses due to the narrowness of market niches, restrictions or complete lack of diversification opportunities and the dependence of the financial situation on the level of consumer demand for products, works or services. Consumer demand during the pandemic declined significantly, including artificially, through complete or partial shutdown of some industries and the imposition of restrictive measures. It is noted that the negative effects mainly touched the sector of small businesses, while medium-sized organizations showed an increase in the volume of shipped goods of their own production in 2020. Aspects of the implementation of the national project “Small and medium-sized businesses and support for individual entrepreneurial initiative” and the federal projects included in its structure are highlighted. It is revealed that there is a need for state financial support for small businesses in the form of improving existing development programs at the federal and regional levels with a flexible system of benefits for paying taxes, renting land, premises, etc.
