The banking system of the Russian Federation in 20202022 faced unprecedented challenges, overcoming the consequences of which led to the introduction of temporary regulatory easing by the Central bank of the Russian Federation (Bank of Russia), which allowed credit institutions to adapt to a new crisis situation. However, any anti-crisis measures should not be applied over a long period of time, since such actions can lead to a distortion in the assessment of risks taken by credit institutions and, ultimately, do not motivate financial market entities to independently maintain their financial stability, negatively affect stability. public relations in the area under consideration. Changing conditions form a demand for a structural change in the economy, which requires new approaches, including in the field of risk-based prudential banking regulation. In particular, it is vital to move to such regulatory norms that will ensure the stability of financial institutions, regardless of the stage of the credit cycle, without resorting to the practice of the regulator applying concessions and emergency measures of state support. At the same time, it is obvious that copying international standards and following the relevant recommendations in the current geopolitical conditions cannot be a priority in state regulation. Such regulation should be based on current realities, a thoughtful analysis of newly identified banking risks, and reflect progress in the development of the domestic banking system as a key element of the financial market, the stability of which is vital for both supervised entities, consumers of financial services, and the economy as a whole. |
