LEGAL REGULATION OF THE PROVISION OF EDUCATIONAL SERVICES IN RURAL AREAS: FEDERAL AND REGIONAL ASPECTS

In the course of the study, the authors consider the issues of legal regulation of providing educational services in rural areas both at the level of the Federation and regions. On the example of the subject of the Russian Federation — the Krasnoyarsk Territory, separate normative legal acts in the sphere of rural education in this region are considered. As a result of an acts of the Russian Federation, researchers state that the regulation of education in rural areas is carried out by different departments, as a result of which there is often an inconsistency in the requirements and norms that are set, and there is a collision of requirements and norms. The authors note the declarative nature of some norms and standards that do not always take into account the regional specifics of villages in some constituent entities of the Russian Federation. It is also noted that the normative legal acts of the regional level do not contain exhaustive regulations on the provision of educational services in rural areas, although, undoubtedly, they significantly develop, supplement and detail many aspects of the implementation of the educational process in the countryside, the provision of educational services at various levels. In addition, the researchers indicate that the federal and regional legislative bases for regulating the provision of educational services in rural areas do not actually contain clear and unambiguous standards for the provision of educational services in rural areas. Many of the indicators contained in the studied normative legal acts have an indicative value, are advisory in nature, and do not always take into account the specifics of the village. To solve the problems identified in the article, the authors propose to develop a standard for the provision of various services, including educational services, in rural areas. At the same time, certain provisions of the normative legal acts given in the study can be included in this standard.
