DIRECTIONS OF SOCIO-ECONOMIC DEVELOPMENT OF THE MUNICIPALITY

The purpose of the study is to identify and justify the priority directions of socio-economic development of the municipality. Research methods are analysis, synthesis, synectics, comparison and observation. The research was based on the materials of the city district, scientific research of theorists and practitioners in the field of public and municipal administration. The article considers a municipality such as Reutov (Moscow region), which formulates the general goal of urban district development: the creation of an innovative economy, improving the quality of life and the environment. To achieve this goal, the development strategy of the science town of Reutov was defined — effective commercialization of innovations in the field of industrial technologies. It identifies the main challenges of the external and internal environment of the municipality that require special attention: the dominance of a key enterprise in the production of industrial products, the lack of high-paying jobs, the orientation of the scientific and production complex to military-industrial orders, the insufficient level of development of the urban environment, the outflow of qualified personnel from Russia; identifies and justifies priority areas of socio-economic development: expansion of the scientific and industrial complex; growth of self-realization opportunities in the field of innovative business, applied science, high-tech production; transformation of the production process of high-tech products of civil and dual-use in AO NPO Mashinostroeniya and at corporate enterprises; active search for “open” innovations; development of the educational cluster, increase of human capital; development of conditions for a comfortable life and innovations in the field of creative process: development of urban planning, regulation of administrative management and infrastructure. It is concluded that the development of a science town is an exciting and complex project that can contribute to economic growth and technological progress on a global scale.
