FEATURES OF THE DEVELOPMENT OF AGRICULTURAL REGIONS DURING THE PANDEMIC PERIOD: A COMPARATIVE ANALYSIS

The state policy on the regulation of agricultural activities to ensure national security and efficient use of resources includes a set of measures and methods both to support agricultural producers and to regulate export-import, pricing for end users. The balance between support and restrictions requires an integrated approach to assessing the results of the impact, taking into account factors and the external environment, including carbon pricing, sanctions, and the natural and climatic conditions of agriculture and animal husbandry. Based on the IS-LM model, an assessment is made of the provision of the national economy with investment resources and money supply. Based on the results of the structural analysis, the differentiation of the agrarian regions of the country is presented, detailing the features of the structure of the economy on the example of the Tambov region and the Republic of Kalmykia; according to the results of the ABC-analysis, the distribution of the constituent entities of the Russian Federation by GRP value is presented, taking into account the scale of regional economies and the contribution to the total GRP; the content of the methods and results of managing inflation in the Russian food market in the context of the emergence of new factors of the external and internal environment, including carbon pricing, transformation of the structure of demand and the solvency of end consumers, is given. Based on the results of applying the IS-LM model, we can talk about the need to increase the volume of public investment in the Russian economy against the background of the ratio of equilibrium and actual values of investment and savings according to 2019-2020 data. The situation with the growth of the key rate confirms the viability of the inflation targeting policy of the Bank of Russia, the effectiveness of which has decreased under the influence of the pandemic. The used arsenal of methods and tools for managing inflation in the food market requires a balance between the interests of society and agricultural producers, so most of the tools are short-term.
