The article substantiates methodological approaches to improving forecasting in the system of military-economic support for the special military operation. The need for conceptual adjustments to the tools for implementing the military-technical policy of the Russian Federation and the study of new methods and forms of military-economic support of the special military operation are revealed. The conduct of the special military operation in Ukraine has clearly demonstrated the shortcomings in understanding the nature, as well as the features of the military conflict and its phases in our military-economic strategic planning. The specific nuances of the use of troops, weapons and military equipment were not taken into account, depending on various scenarios of the development of the military conflict. It is proved that for the timely creation of tools, mechanisms, objects capable of leveling negative impacts and ensuring successful functioning in extreme conditions, it is necessary to analyze factors with the potential for negative impact, study the chains of their impact on the socio-economic system and its individual elements, and assess the qualitative and quantitative parameters of such impact. Without taking into account the influence of extreme conditions, it is impossible to adequately assess the real mobilization potential of the economy, its individual sectors and ensure the sustainable development of the socio-economic system and the military-industrial complex. When developing standard, traditional (military-political, economic, sanitary-biological, etc.) scenarios of negative impact, it is necessary to take into account the possibility of new, currently absent threats, the emergence of which is associated with climate change, digital transformation, and the development of biology. The stability of the functioning of the economy under the influence of negative factors of a military nature is largely determined by the state of not only the basic industries, but also the domestic military production, as well as the military-economic potential of the allies. |
