Annotation:

This article highlights the issues of import substitution in the agricultural sector of the Russian agro-industrial complex. Over the past decades, the agricultural sector has become the most striking object of the import substitution policy. Agriculture was selected as a priority development sector in 2005, and in 2010 self-sufficiency targets for certain food categories were formally introduced. Import substitution was further supported by the introduction in 2014 of a ban on the import of certain food products originating in Western countries. To a certain extent, imports from Western countries have been replaced by imports from other countries instead of increasing domestic production. For a number of food products, Russia has fulfilled the tasks of self-sufficiency, but not for all items. Of strategic importance for the implementation of the production cycle is the production of grain, which has increased significantly in recent years, although the import of grain products was not limited. Currently, the Russian Federation is one of the leading grain exporters in the world. The need for a scientific debate is associated with the emergence of new economic and political conditions, the restriction of foreign economic relations and food supplies to our country. A new perspective on the problem of import substitution is associated with the influence of a number of endogenous factors: the COVID-19 pandemic, changes in the political situation, and the aggravation of certain global problems of our time. The authors consider import substitution in the context of achieving a general macroeconomic balance, market adaptation and achieving a new level of economic development as the main component of the national economy of the Russian Federation. Import substitution today is becoming the main driving factor in the development of domestic production, a means of stimulating demand. The implementation of the import substitution policy and its effective management are currently priority tasks in the economic development of Russia.
