The relevance of improving the methodological and regulatory framework for rationing engineering and design work at mechanical engineering enterprises is shown. The choice of research objects is justified — design organizations and design departments of domestic mechanical engineering enterprises developing products for various applications. The main objects of rationing of the current regulatory and methodological framework in this area are considered, and its shortcomings are identified. The authors performed a comparative retrospective analysis of the features of engineering and design work in the context of digitalization of business processes at mechanical engineering enterprises, and developed a model of the business process of rationing and planning of engineering and design work for industrial enterprises and design organizations. Two phases of improving rationing and planning of engineering and design works in modern conditions are highlighted. Within the first phase the modern requirements to the composition of rationing objects and factors of variation of labor intensity for new and traditional rationing objects are specified, recommendations on automated collection of actual data and formation of average statistical norms of time for engineering and design works are developed. As part of the second phase, a functional structure of an expert-analytical system is developed for storing and automatically updating normative and reference information and labor intensity standards, performing planned calculations to justify the volume and timing of engineering design work when creating new engineering products, accumulating and visualizing actual data for work performed in design departments. The use of the developed expert-analytical system confirmed the feasibility of updating labor intensity standards for engineering and design work, the possibility of conducting industry generalizations based on materials from enterprises and organizations included in vertically integrated corporations, and provided heads of design departments with an analytical tool for making organizational and management decisions. |
