KEY SETTLEMENTS IN THE CONDITIONS OF SPATIAL DEVELOPMENT OF THE RUSSIAN FEDERATION

The author analyzes the concept of key settlements and considers various approaches to planning the development of territories. The main attention is focused on the Strategy for Spatial Development of Russia until 2030. The article emphasizes that this Strategy recognizes spatial planning as an independent and critically important part of state strategic planning. The article substantiates the priority of the development of key settlements as a core element of the spatial development of Russia. In other words, the study examines the essence of key settlements, their importance for the development of the country and their reflection in the state strategy for spatial development. The analysis is carried out in order to show the significance of this approach to the development of Russian territories. The multifactorial nature of the work of government bodies, the importance of effective public administration, which requires increased transparency and responsibility of government agencies, are noted. Until 2025, the territorial development of Russia was based on the strengthening of large settlements, but the presence of several levels of economic growth centers influencing the formation of the country’s space, i.e. key settlements, was already allowed. It is important to take into account various factors, including geographical location, availability of resources, development potential, and demographic situation, affecting the functioning of key settlements. The question of the influence of the concentration of resources and labor force on the spatial development of nearby territories and the national economy as a whole also remains open. The author reviewed the main stages in the development of the phenomenon of the key settlement, as well as its role for regions and development prospects. The main result of the study in the context of regional development of the Russian Federation is the analysis of the possibilities for the development of economic growth centers and the functioning of such special settlements in the future.
