In the context of rapid digitalization, the Russian
banking system is facing serious changes and new challenges.
Banks are actively implementing modern technologies such as
artificial intelligence, big data and blockchain, which is leading
to the transformation of traditional business models. At the same
time, the risks associated with cyber threats and data leakage
are increasing. The article is devoted to the study of the main
problems of regulation and supervision in the digital banking
system of Russia. Legislative gaps, difficulties in overseeing new
financial technologies, as well as information security issues
are identified. Special attention is paid to the role of the Central
Bank in adapting supervisory practices to the digital environment related to data processing security. Modern fraudulent schemes
using messengers, dipfakes, and fake apps targeting users with
low levels of digital literacy are identified. Combating this phe-
nomenon requires coordinated actions on the part of regulators,
banks, and IT solution providers. The entry of the banking sys-
tem into a digital, potentially highly efficient, but risky phase of
development requires achieving a balance between technological
development, regulatory control, economic stability and financial
security of Russian citizens. The paper provides an analysis of the
development of payment systems, the digital ruble, and banking
ecosystems. Based on the study, recommendations are proposed
for improving legal regulation, strengthening data protection
measures and increasing the sustainability of the financial sector.
The material may be useful for specialists in the field of economic
theory, finance and law, as well as for those who are interested in
the digital transformation of the banking sector. It is concluded
that only with a comprehensive approach — coordinated govern-
ment policy, responsibility of the banking sector and innovative
activity of the IT industry — will the banking system be able to
maintain stability, efficiency and trust in modern conditions. |
