In the Russian Federation, the issues of the impact of
climate risks on human life and the functioning of enterprises are
being addressed both at the scientific and state levels. Achieving
environmental well-being as the national development goal of the
Russian Federation until 2030 should take into account the prob-
lems associated with occurrence of climate risks. The projected sig-
nificant impact of climate risks on the economy and the health of the
population of the Russian Federation is accompanied by a lack of
research on possibilities of using financial mechanisms, primarily
insurance, to compensate for their adverse consequences.
The purpose of the scientific work is to identify the insur-
ance interests of individuals in climate risk insurance and to
develop approaches to the creation of climate risk insurance
programs. Using general scientific methods, the article com-
pares the concepts of climate risks and natural disaster risks,
their interrelation, and analyzes climate risks for compliance with the concept of insurance risks. Based on the results of the
sociological research, the economic and non-economic benefits
of individuals exposed to climate risks are identified, including
health, movable and immovable property, cash flows generated
by benefits, and the priority needs of citizens for insurance pro-
tection against climate risks are formed.
The conducted research made it possible to identify the insur-
ance interests of individuals, on the basis of which approaches
to the development of climate risk insurance programs are pro-
posed. The need for insurance programs for unforeseen expens-
es for the restoration of human health and life support in case
of occurrence of climate risks, as well as for property insur-
ance programs against damage caused by occurrence of climate
risks, is highlighted. |
