HIGHER EDUCATION IN THE FORMATION OF THE DIGITAL ECONOMY ECOSYSTEM

Annotation: The article examines the process of forming the digi- tal economy ecosystem of the Russian Federation, and higher edu- cation as an element providing human resources for the process. The legal basis of the process is considered. Attention is drawn to the fact that the success of achieving the goals of economic devel- opment is determined, among other things, by the availability of personnel with digital competences. Based on the analysis of the availability of appropriately qualified personnel and the needs of the labor market in the constituent entities of the Russian Feder- ation, the author concludes that such a problem exists. The pro- cess of forming the digital economy ecosystem is experiencing a “personnel shortage” in the current and forecast periods. It is pos- sible to train personnel with competences to achieve the goals of the country’s economic development only in the higher education system. The article provides an overview of government measures aimed at increasing the staffing levels of the regions, including on the basis of the Federal Project “Digital Educational Environ- ment”, as well as independent projects of the higher education sys- tem of the Russian Federation. Activities in these areas are based on an ecosystem approach. The article examines the distinctive features of ecosystem organization in relation to socio-economic development processes. It is highlighted that, following the prin- ciples of the ecosystem approach, an educational environment is being organized that meets the requirements of the digital economy in terms of staffing. The purpose of the study is to con- sider the educational environment of higher education as an ele- ment in the formation of the digital economy ecosystem in Russia in modern conditions. The modern economy is increasingly depen- dent on digital technologies and data. Higher education plays a crucial role in training professionals with the knowledge and skills necessary to work in the digital space. Without adequate training, it is impossible to ensure the effective functioning of the digital economy. The author defines the main elements, reveals the spe- cifics of applying the ecosystem approach to education, and sub- stantiates the importance of educational digital platforms as a new active participant in the educational environment.
