Formation and development of the contract system of placing a state order in the Russian Federation

In connection with the steady tendency of growth in expenses for state orders the problem of development of effective financial and economic relations in the system of the state orders and purchases is becoming more and more actual. In the article financial and economic features of contract relations in Russia are analysed. The problems arising at the stages of planning of providing state needs, placing state orders and completing a state contract are considered. On the basis of the research it is proved, that it is necessary to generate complete contract system so as to increase the efficiency of functioning of the system of the state orders and purchases. The author’s definition of the federal contract system as organizational-legal mechanism of functioning of the system of state orders and purchases is given. The purpose, functions, and also the basic directions of the development of the federal contract system in the Russian Federation are formulated.
