Mechanism of the state financial policy: interrelation and construction of the basic elements

The article shows that the financial mechanism includes three large elements: financial planning, financial regulations and financial control. To realize their tasks all of them use the specific set of tools, which consists of types, forms, methods of organizing the financial relations. A set of the elements of financial tools depends on what tasks a state sets itself in one or other time interval and on what element of control they are used. This fact causes the necessity of the regular agreement of concrete forms and methods of the functioning of the elements of financial mechanism and it guarantees its effectiveness.
