The organization of price monitoring system for increasing efficiency of financing of state purchases

The article is devoted to the organization of the price monitoring system to increase efficiency of financing of state purchases that has been introduced in the activity practice of the state customers in the Astrakhan region. The author’s definition of the initial price of a state contract as a subjective value tool of the activity of a customer is given. The author presents various methods of the definition of the initial price of a contract and stages of preparation of budgetary applications for financing of state purchases with the use of data of price monitoring. It is proved, that possible inflationary losses must be considered if a state contract is completed at long terms. For these purposes it is possible to use the modeling approach for forecasting the parameters of inflation developed and approved in the Astrakhan region with respect to regional features for updating current and predicted volumes of financial means for state purchases.
