Possibilities to use foreign experience of realization of market models of public health services in Russia

In the article the author analyzes the experience of reforming public health services in foreign countries with mainly state systems of financing public health services – the Netherlands and Great Britain which have become recognized leaders of the European public health services in the scale of innovations: the use of new systems of contractual relations, methods of payment, quality management systems, the measurement of results of the activity of service providers .for the last two decades. Summarizing the experience and the results of reforming public health services in these countries, the author points out the basic conditions of realization of market models of public health services. Some of them are creating and conducting a database for the simplification of consumer choice and a substantiation of purchase of medical aid; the increase in labour market flexibility and capital; the maintenance of comprehensible level of transaction costs; monopoly liquidation there where it is possible and it is necessary. The performance of these conditions is actual for forming an effective competition in the modern Russian public health services.
